Level 1 Telepathy is actually communicating at the mental level.
In a way, Level 2 and Level 3 are the Structure of Language. For the lack of choice, I use the term Telepathy.
In reality, it is closer to NLP.
So once we agree on our current definition, can we still go with the original intended Global Telepathy 2024?
